As with other sites, Fotolia requires a prospective contributor to open a (free) account on their website, agree to terms of use, and pass basic requirements (such as being older than 18) in order to contribute photographs.
This is an international company, with websites specific to the United States, Spain, France, the United Kingdom (Great Britain), and Germany. The English is a bit off, and the website organization is  confusing.
The closest I could find to a most-sought list, or a most-popular list, is the alerts page, with current requests for photographs that couldn’t be found using the site’s search tool.
Neither have I been able to find technical requirements (such as minimal resolution) for submitted photographs.
There is no photographer’s tutorial, but there is an “academy” where you can vote and comment on other members’ photographs, or submit your own for voting and comments.
This site, while perhaps providing a wider audience than an English-only site such as BigStock, slips down my preferred list because of the confusing website and tentative English.
