California Budget: Blue Pencil Against Red Ink
The Taxinator wielded a blue pencil to veto individual items to bring the latest state budget into balance.
Why is the state having such a hard time sticking to its budget? Here’s a graphic explanation:

When state revenue was rolling in, neither the Democrat-dominated state legislature nor The Taxinator restrained piling on new expenditures.
When revenue collapsed, a sinkhole swallowed the state budget, burped and came back for more.
Buried on page 39 of the July 2009 Full Budget Summary (pdf) is a table summarizing the programs that The Taxinator cut back with line item vetoes:

If you squint or use a magnifying glass, you can see that the biggest hit was $394 million to Health and Human Services.
A list of the individual line item vetoes begins on page 43. A sampling from the list:
- Healthy Families Program reduced by $5,996,000
- Domestic Violence Program reduced by $16,337,000
- Caregiver Resource Centers reduced by $4,082,000
- In-Home Supportive Services reduced by $37,555,000
